The Decline of Greenhouse Emissions in RGGI States: Can Cooperation Solve Climate Change?


In the five years since the Regional Greenhouse Gas Initiative (RGGI) was created in the Northeastern US, regional emissions have dropped sharply.

Brian Murray, uOttawa Institute of the Environment's inaugural Fulbright Visiting Research Chair, examines North America’s oldest inter-jurisdictional carbon initiative, RGGI, and considers lessons for other emissions programs across North America.

One of the designers of a key approach for containing prices in carbon markets, Dr. Murray is a professor at Duke University's Nicholas Institute for Environmental Policy Solutions, and is widely recognized for his work on the economics of climate change policy.
